The latest BPSS (Baseline Personnel Security Standard) guidelines, updated in June 2024, emphasize digital verification of employment history and stricter checks for gaps in employment. The standard now requires evidence for any gap of 6 months or more (continuous or cumulative) in a 3-year period. Additionally, overseas criminal record checks must now be obtained through official and verifiable channels.

1. Verification of Employment History:

Digital Verification:
The guidelines encourage the use of digital systems for quicker and more reliable verification of employment history, including highlighting gaps.

Gap Analysis:
Employers need to verify employment history for the past three years and provide evidence for gaps exceeding 6 months (continuous or cumulative) within that period.

Alternative Documentation:
If gaps cannot be fully verified through digital or other means, employers are advised to monitor or conduct periodic reviews.

PAYE Records:
If available, PAYE records from HMRC can be used to verify employment periods.

2. Overseas Criminal Record Checks:

Official Channels:
Instead of relying on individuals to obtain their own overseas criminal records, the new guidelines mandate the use of official and verifiable police certificates obtained through official channels.

Embassy/High Commission Assistance:
The relevant Embassy or High Commission can provide guidance on obtaining these certificates.

3. General BPSS Requirements:

Identity Verification: Confirming the individual's identity is crucial.
Right to Work: Verifying the individual's legal right to work in the UK.
Basic DBS Check: A basic Disclosure and Barring Service (DBS) check to identify any unspent criminal convictions.

4. Who Needs BPSS Clearance?

BPSS clearance is mandatory for individuals working within or on behalf of UK government departments, including civil servants, contractors, and those in the armed forces.

5. Importance of BPSS:

BPSS helps organizations mitigate risks associated with hiring individuals with potential security vulnerabilities.
It ensures a higher level of trust and confidence in the workforce.
BPSS compliance can be a prerequisite for many government and public sector contracts.
